About Local Bounty

LocalBounty.org provides a user-generated directory of local producers, searchable by community and by category. Users can create listings as well as rate and review producers. Local Bounty is a non-profit organization started in 2009 by members of the State College, PA community.

Elizabeth Hay, Director of Operations and Finance

Elizabeth Hay holds a Bachelors of Science from the University of Central Florida in Technical Education and Industry Training with a specialization in Management Information Systems and minors in French and Marketing.  She is the mother of three young boys, and sits on the board of directors for both The Cooperative Playschool and the local chapter of Mothers and More.  She is also the Accounts Manager for her husband’s State College engineering firm,  with specialized training in defense contract accounting systems.

Elizabeth grew up in Central Florida and moved to the State College area in 2004 to join her husband in the completion of his graduate studies at Penn State.  She immediately fell in love with the area and its wealth of local goods and began dedicating her free time to finding a way to help the community share information about buying local.
 

Bien Concepcion, Director of Web Design and Development

Bien Concepcion is a Penn State graduate (Film and Video, 2002) and the owner of Concepcion Design (concepcion-design.com), a web design and development company with clients throughout the United States. With extensive experience in all aspects of website creation, Bien has been integral in the development and deployment for popular Web sites such as WorldCarFans.com and broadband internet channels such as PlaySportsTV.com and WineTasteTV.com. He focuses heavily on the marriage of design and usability - particularly for large-scale sites - and has a comprehensive understanding of functional design, information architecture, internet marketing and search engine optimization.

In addition to his Web experience, Bien also uses his visual creativity in the world of TV and Film. He has edited full-length documentary shows for many major cable networks, including National Geographic: Explorer and the Discovery Channel. He has edited and produced hundreds of promotional TV spots for Discovery, PBS, TLC, National Geographic Channel, BBC America, and many other networks.
 

Kate Sanfilippo, Director of Marketing and Memberships

Kate Sanfilippo is a native of State College, as were her parents. She is proud to be raising her two young daughters in her hometown. She has extensive experience as a retail manager for Strawbridge’s, Kohl’s, The Book Market, and Grattan’s Pharmacy. She has been a stay-at-home mother for the past 2 years, while also a student at Penn State University. She sits on the board of directors for the Cooperative Playschool in State College. She holds an Associate’s degree in Business Management and Marketing, and is currently finishing a Bachelor’s degree in Organizational Leadership with a minor in Agribusiness Management. She hopes to make advocating for local, sustainable living her life’s work.
 

Amber Cistaro Concepcion, Director of Community Relations

Amber Cistaro Concepcion is a doctoral candidate in International Relations at Georgetown University. She has a Bachelor's degree in Political Science from Penn State University's Schreyer Honors College and a Master's degree in International Relations from Georgetown University. Her current research focuses on nationalist movements in modern Europe. Amber is also a mother of two young children, with a strong interest in the local and "slow" food movements. She lives in State College, PA, and is actively involved in several local groups related to mothers and children. She has a strong background in leading small organizations, having worked as managing editor of the Arab Studies Journal, serving on the board of the Georgetown Graduate Student Organization, and the board of directors for the Cooperative Playschool in State College. She works with her husband, Bien Concepcion, as Project Manager for Concepcion Design.
 

Thomas R. Hay, Director of Outreach

Thomas R. Hay is President of WINS-NDT, an engineering firm which provides a range of engineering services to the transportation, oil and natural gas, compressed gas, and power generation industries. Thomas is originally from Montreal, Canada where he obtained his Bachelors in Mechanical Engineering. He continued his studies in Penn State's Engineering Science and Mechanics Department where he obtained his Ph.D in 2004. Dr. Hay has a proven track record for small business development and management and now leads a team of senior scientists and engineers that are developing new technologies to address the need to keep the nation's aging infrastructure safe. His clients include the National Science Foundation, U.S. Navy, U.S. Department of Transport, and Department of Energy.

Thomas lives in Port Matilda, Pa with his wife Elizabeth and three boys.
